摘 要:基于适应性环境管理的理念,对滇池流域水污染防治历次规划进行的回顾性评价表明,滇池流域水污染防治规划,在规划模式、管理目的及实施措施等方面,已呈现出渐进式、问题导向及策略调整等适应性管理的特征。然而,滇池流域严峻的水污染形势、外流域调水的风险、河湖水生态功能丧失、风险管理转型的迫切需求等问题依然存在。适应性管理可为新一轮滇池流域水污染防治规划提供思路,即水环境管理目标向风险管理转型,将规划范围拓展至调水水源区及周边辐射区域的广义流域,侧重于重构具备健康水生态的良性循环生态系统,并提升管理响应能力以应对流域水环境的变化风险,使规划真正发挥引领和基础决策作用。Based on the concept of adaptive environmental management,prevention and control of water pollution,a retrospective evaluation of previous studies concerning the water pollution prevention planning in Dianchi lake catchment is presented.The charactersitrics of adaptive management of gradual,problem-oriented and strategy adjustment are shown concerning the planning process,management objectives and implementation of measures.However,the serious situation of water pollution in the Dianchi lake basin,risk of water transfer from outside the basin,the loss of the ecological functions of the rivers and lakes and the urgent requirements of risk management transformation still exist.Adaptive management can provide formulations for the new water pollution prevention,namely the transformation of water environment management objectives to risk management,and the expansion of regions under control to contain both water storage areas and the surrounding radiation areas.Furthermore,efforts need to focus on refactoring the virtuous circles of the ecological system based on ecological healthy water quantities.Finally,management needs to adapt to the change of the river basin water environmental risk due to the importance of planning and decision making in ensuring the successful preservation of the lake.
