甘肃省耕地利用效率及其影响因素分析

摘　　要：为促进甘肃省耕地资源配置效率,运用DEA-Tobit两步法从土地、劳动力、技术投入方面对1996-2018年甘肃省耕地利用效率及其影响因素进行分析。结果表明,(1)甘肃省耕地利用效率综合效率、纯技术效率、规模效率都呈现上升趋势;(2)1996-2017年都为规模报酬递增,但有些年份出现投入冗余产出不足的情况;(3)有效灌溉率、成灾面积占播种面积率、农民人均纯收入都与甘肃省耕地利用效率显著相关。To promote the efficiency of arable land resource allocation in Gansu Province,the two step DEA-Tobit model was used to analyze the cultivated land use efficiency in Gansu Province from the aspects of land,labor force and technical input during 1996-2018,and the influencing factors of cultivated land use efficiency were also analyzed.The results showed that,(1)the comprehensive efficiency,pure technical efficiency and scale efficiency of cultivated land utilization in gansu province all showed an upward trend;(2)from 1996 to 2017,returns to scale are increasing,but in some years,input redundancy and output are insufficient;(3)effective irrigation rate,disaster-prone area ratio in planting area,and per capita net income of farmers were all significantly correlated with cultivated land utilization efficiency in Gansu Province.
