基于政策文本的政府突发公共卫生事件信息报告制度的分析研究

摘　　要：[目的/意义]文章旨在全面深入地分析政府突发公共卫生事件信息报告制度,为该制度的健全完善提供建议参考。[方法/过程]以32份中央层级的突发公共卫生事件信息报告政策文本为素材,采用内容分析方法,以条款为分析单元,对政策文本内容进行"政策基本要点-政策内容范畴"两步骤的分析与聚类,在此基础上构建制度的框架模型,通过分析政策基本要点的具体规定在不同年份的变化来归纳制度的时间变化特征,通过对比不同政策内容范畴的出现频次及其包含的政策基本要点来剖析制度存在的不足并据此提出建议。[结果/结论]构建出了由前提、三阶段、两支撑构成的政府突发公共卫生事件信息报告制度框架模型,归纳出了该制度的时间变化特征,提出了健全完善该制度的建议,丰富了突发公共卫生事件信息管理的相关理论,也为制度的改进提供了参考。[Purpose/significance]This paper is aimed to comprehensively and deeply analyze the government infor-mation reporting system of public health emergencies,and provide suggestions for the improvement of the system.[Method/process]Taking 32 central-level public health emergency information reporting policy texts as materials,this paper analyzes and clusters the content of policy texts in two steps of"basic points of policy-content category ofpolicy"by using content analysis method and taking item as analysis unit.Then,on this basis,this paper constructs aframework model of the system,sums up the time-varying characteristics of the system by analyzing the changes of spe-cific provisions of basic points of policy at different years,and analyzes the shortcomings of the system and puts forwardsome suggestions by comparing the frequency of different content categories of policy and their basic points.[Result/conclusion]This paper constructs a framework model of government information reporting system of public healthemergencies,which is composed of premise,three stages and two supports,sums up the time-varying characteristics ofthe system,and puts forward some suggestions to improve the system,which enriches the relevant theories of informa-tion management of public health emergencies,and also provides a reference for the improvement of the system.
