The Trump Administration’s Policy towards the Korean Peninsula

摘　　要：美国特朗普政府的朝鲜半岛政策是基于“美国优先”的执政理念,在南北关系动荡不定以及大国关系日趋复杂的背景下形成的。该政策的战略目标在于:加强同盟协作互通,巩固三边主导地位;把控朝核问题发展,牵制中国战略影响;服务“美国优先”,彰显外交实力。为此,特朗普政府主要采取了提升盟友战略定位、以实力维护本国利益、渲染朝鲜“全球威胁”和多次举行首脑会晤等多种政策路径。该政策产生了复杂的地缘政治影响,削弱了美韩同盟政治互信,无益于半岛无核化进程,且难以牵制中国与半岛国家间的双边关系发展。The Trump Administration’s policy towards the Korean Peninsula,based on the“American First”principle,is formulated under the circumstances where the relations between the ROK and DPRK are turbulent and the strategic competition among great powers become intensified.The aims of that policy include the following three aspect,firstly,to promote coordination within the alliances and strengthen the dominance of U.S.-Japan-ROK relations,secondly,to control the direction of the Korean nuclear issue and contain China’s strategic influence,and,thirdly,to serve for the“American First”principle and demonstrate U.S.strategic power.The Trump Administration has implemented multiple policies such as improving strategic positions of alliances,safeguarding national interests by its military power,strengthening the propaganda of“DPRK’s threat to the world”and holding summit meetings frequently.The U.S.policy towards the Korean Peninsula has brought about some complicated strategic influence including the weakening of the political mutual trust between the U.S.and ROK,which is by no means helpful for the denuclearization of the Korean Peninsula and can not hinder the development of relations between China and countries of the Korean Peninsula.
