中国总体国家安全观的建构历程及其特征

摘　　要：总体国家安全观是国家发展的内在需要,是社会进步的产物。中华人民共和国成立以来,与中国国力从“站起来”到“富起来”,再到“强起来”的历史进程相适应,中国的国家安全形势经历了“以阶级斗争为纲”“以经济发展为中心”“安全与发展同等地位”三个阶段,中国的国家安全理论也相应地根据国家、社会的发展状况,持续地补充和完善,最终构建了中国特色的国家安全理论——总体国家安全观。总体国家安全观具有人民性、总体性、非传统性、实践性和动态性等五大特征,体现了马克思主义群众路线、唯物辩证法以及以民为本的中国传统文化思想等理论内涵。总体国家安全观提出以后,仍会根据国计民生各领域新问题的出现而持续补充,其内涵和外延也必将继续发展、深化和完善。The overall national security outlook is the result of China’s internal development and social progress.Since the establishment of the People’s Republic of China,the country’s national strength has experienced three phases,from“standing up”to“getting rich”to“being strong”,and the national security scene has changed from“taking class struggle as the central task”to“taking economic construction as the central task”to“equal status for security and development”.Consequently,China’s national security theory has been continuously supplemented and improved according to the situation of national and social development and eventually formed a national security theory with Chinese characteristics,namely the overall national security outlook.The outlook has five characteristics:people-orientated,comprehensive,non-traditional,practically oriented,and dynamic,reflecting the mass line thought of Marxism,materialist dialectics of Mao Zedong Thought,people-oriented traditional Chinese cultural thoughts and other theoretical manifestations.After it was put forward,the overall national security overlook will continue to be supplemented in light of new problems in the national economy and people’s livelihood,and its breadth and depth will continue to develop,deepen and improve.
