摘　　要：当代中国正处于从工业社会向信息社会的加速转型期。信息社会必然呼唤市域社会治理手段的创新。这种手段的创新主要就是增强市域社会治理的科技含量,即走向“智慧治理”。可以说,“智慧治理”是推进市域社会治理现代化的关键一环。“智慧治理”以精细化、系统化、科学化治理思路,实现市域社会治理的精准精细、协同增效、科学决策与风险防治。推进市域社会治理现代化的“智慧治理”,要坚持“三个注重”:注重建设共建共治共享的“智慧治理”共同体;注重推进“智慧治理”的信息公开与数据共享;注重加强“智慧治理”的制度建设。China is in the period of accelerating transformation from industrial society to information society.The information society must call for the innovation of the social governance means in the city.The innovation of this means is to strengthen the scientific and technological content of the social governance in the city,namely,to"intelligent governance".It can be said that"intelligentgovernance"is the key link to promote the modernization of social governance in the city."Smart governance"is to realize the precise and precise,collaborative and effective,scientific decision and risk prevention of social governance in the cityby means of fine,systematic and scientific governance ideas.To promote the modernization of social governance in the city,we should adhere to the three points:to build a community of"smart governance"which is jointly managed and shared;topromote the information disclosure and data sharing of"smart governance";tostrengthen the system construction of"smart governance".
