摘　　要：历史文化街区是一个城市乃至一个地区历史风貌和传统格局的缩影。随着保护意识的提升,历史文化街区规划不再单纯强调街区遗存的保护和延续街区的风貌特色,而是同时更加注重更新和完善街区的市政基础设施,提升居民生活条件和生活品质,维持街区生活的延续性。然而工程的系统改造与遗存的保护修缮本身存在一定的矛盾,也体现了规划方法从宏观到微观的理念变化和技术措施的区别。从保护规划和市政规划的专业领域出发,分析不同专业的规划理念以及技术侧重点,并着重探讨在保护规划体系"一个漏斗"管控下如何做好市政工程规划和街区保护规划在思维理念、技术措施方面的有机融合,寻求"修缮保护"与"更新改造"的合理平衡点,以保护为前提,通过最小化的工程改造,提升历史文化街区的生活品质和改善历史文化街区的景观风貌。Historic conservation area is the epitome of the historical features and traditional patterns of a city or even a region.With the increase of protection awareness,the planning of historic conservation area no longer simply emphasizes the protection of the remaining district and the continuation of the features of the area.Municipal infrastructure,improve the living conditions and quality of life of residents,and maintain the continuity of life in the area.However,there is a certain conscious contradiction between the system transformation of the project and the protection and repair of the remains,which mainly reflects the change of ideas and technical measures from macroscopic to microscopic planning methods.This article starts from the professional fields of protection planning and municipal planning,analyzes the planning concepts and technical focus of different professions,and focuses on how to do a good job in the planning concept of municipal engineering planning and historic conservation area planning under the control of the "one funnel" of the protection planning system.The organic integration of technical measures,seeking a reasonable balance between "protection" and "renewal",with the premise of protection,through minimal engineering transformation,improve the quality of life of historical and cultural area and improve the landscape of historic conservation area.
