摘　　要：改革开放40多年来,我国在社会主义国家所有制内部实行产权结构的合理调整,赋予国有企业一部分集体性产权,这是国家所有制在改革后出现的最突出的特点。它导致了国有经济一系列关系的变化,消除了旧体制的一些弊病,激发了国有企业的活力,提高了经济效率,促进了国民经济的发展。但是,集体性产权的存在和增大也助长了企业追求自身利益的倾向,不可避免地产生了一系列的问题和矛盾,不利于社会主义国家所有制优越性及其在社会经济中主导作用的充分发挥。必须在肯定改革积极成果的前提下,明确社会主义国家所有制的任务,加强中国共产党的领导,注意掌握集权与分权适当的"度",更准确地发挥国有资产经营管理监督机构的作用,从国有经济整体和国有企业层次完善治理结构。For more than 40 years, China has been reasonably adjust the property rights structure within the socialist state ownership system to grant a part of collective property rights to state-owned enterprises, which is the most outstanding feature of the state ownership system after the reform. It has led to deterioration of a series of relations of state-owned economy, eliminating some defects of the old system, stimulating the vitality of state-owned enterprises, improving economic efficiency, and promoting the development of the national economy. However,the existence and increase of collective property rights have also promoted the tendency of enterprises pursuing their own interests, and inevitably produced a series of problems and contradictions, which are not conducive to the superiority of socialist state ownership and the full exertion of its dominating role in socialist economy. Under the premise of affirming the positive reform results, it is necessary to clarify the tasks of the socialist state ownership,strengthen the leadership of the Communist Party of China, pay attention to control a moderate degree of"centralization and decentralization", and more accurately play the role of state-owned assets and economy supervision institutions, so as to improve the governance structure from the perspectives of the overall state-owned economy and state-owned enterprises.
