摘　　要：为系统解决大型水电工程风险和隐患关系混淆、管理界面不清的问题,在借鉴国内外研究双重预防机制成果的基础上,从理论基础、呈现模式、运转体系上比较研究双重预防机制与传统安全管控,探讨以组织构建为核心的双重预防机制对水电工程建设安全影响;从组织管理视角提出了控制原则、组织职责和工作标准,结合大型水电工程建设管理“大安全”模式特点,运用RBS实现组织层级的匹配关系和构建双重预防霍尔三维结构模型。以金沙江旭龙水电站为例,进行大型水电工程风险特征分析,实施“一图一清单”的双重预防管理工作流程,实现了管理界面清晰,构建了精准防控、科学处置、高效监管的安全管控机制,确保了各项工作有效落实。In order to systematically solve the problems of confusion between risks and hidden dangers of large hydropower project and unclear management interface,the dual prevention mechanism and the traditional security control are compared and studied from the theoretical basis,presentation mode and operation system based on the results of domestic and foreign research on dual prevention mechanisms,and the impact of the dual prevention mechanism with organizational construction as the core on the safety of hydropower project construction is explored.The control principles,organizational responsibilities and operation standards from the perspective of organization management are put forward,and combining the characteristics of the"Great safety"mode of large-scale hydropower project construction management,the RBS is used to realize the matching relationship of the organization level and build a Hall three-dimensional structure model of dual prevention.Taking the Xulong Hydropower Station in Jinsha River as a case,based on the analyses of risk characteristics of large-scale hydropower project and the implementation of dual prevention management workflow of"One picture,one list",the clear management interface is achieved,and a precise prevention and control,scientific treatment,and efficient supervision have been constructed,which ensures the effective implementation of various tasks.
