摘　　要：改革开放以来,浙江地方政府为推动乡村治理完善,在治理理念、治理机制、治理模式等各个方面不断深化实践探索,呈现了许多在全国产生广泛影响的创新案例。浙江农村的基层治理总体发展特点是将基层民主建设与公共服务体制、社会管理体制以及基层自治制度等逐渐结合起来,其着力点是解决民生问题,其基本特点是体现了自主性治理、操作性治理、维权式治理、参与式治理、商谈式治理、民生式治理。从“地方性知识”的生成和影响角度来看,浙江基层治理的模式创新体现了一种微观层面的“民主合法性”,也是中国转型时期政治与公共治理发展的典型样本。Since the reform and opening up in China,in order to improve rural governance,Zhejiang local government has made in-depth explorations in various aspects such as the ideal of governance,the governance mechanism,and the governance model etc.,and presents many innovative cases with wide impact in the whole country.The general characteristic of rural grass-roots governance in Zhejiang province lies in the combination between grass-roots democratic construction with public service system,social management system and grass-roots autonomy system,its emphasis lies in the solution of problems in people’s livelihood,and the basic characteristics of the rural grass-roots governance represent respectively autonomy,operation,maintaining the rights,participation,negotiation,and democracy.From the perspective of the generation of“local knowledge”and its influence,the innovation of grass-roots governance model in Zhejiang province reflects“democratic legitimacy”in the micro level,and it is also the typical sample in the development of politics and public governance in the transition period in China.
