摘　　要：抗战时期,三边分区的池盐为陕甘宁边区的一大富源。1941年5月,中国共产党和陕甘宁边区政府为了缓解边区严重的财政经济危机,提出食盐运输实行“官督民运”,自此,督运食盐成为陕甘宁边区各级政府工作的重心。边区政府连续发布多条相关通知、训令,频繁查问运盐工作开展状况,三边分区政府紧急开会讨论并部署运盐任务及工作方式,各县政府一面立即着手调查各项运盐资料,一面创造性地拟定具体的运盐组织方法。全边区食盐的运销为陕甘宁边区带来了巨大的经济、政治和社会效益,而且食盐督运政策的实施还锻炼了干部的行政能力,提高了边区政府的行政绩效。During the Anti-Japanese War,the salt was a big source of wealth in the Shaan-Gan-Ning Border Region.In May 1941,the Communist Party of China and the Shaanxi-Gansu-Ningxia Border Region government proposed the"official supervision of the salt transportation"for salt in order to alleviate the severe financial and economic crisis in the border region.Since then,supervising the transportation of salt has become the focus of the work of the Shaanxi-Gansu-Ningxia Border Region government at all levels.The Border Region government continuously issued a number of relevant notices and instructions,frequently inquired about the progress of salt transportation,and deploy salt transportation tasks and work methods.The government immediately started investigating the various materials of salt transportation and creatively formulate specific organization methods for salt transportation.The transportation and marketing of salt in the entire Border Region has brought huge economic,political and social benefits to the Shaanxi-Gansu-Ningxia Border Region,and the implementation of the policy of supervising the transportation of salt has also exercised the administrative capacity of cadres and improved the administrative performance of the Border Region government.
