摘  要:民国初期,北洋政府以中国盐税为担保,与英、法、德、俄、日五国银行团签订了《善后大借款合同》,并由此成立盐务稽核所,令英国人丁恩为洋会办。清末民初,中国盐务处于混沌状态,为加强对中国盐税的搜刮,丁恩决心对中国盐务实行改革。丁恩以西方文官制度为蓝本,建立了盐务稽核所人事俸给与任免制度,该制度在盐务稽核所存续期间为其高效运营提供了制度保障。作为我国近代文官制度的重要组成部分,这套人事管理制度为盐务稽核所招纳和培养了诸多专业的盐务人才,这些专业人员最终成为中国早期盐务现代化发展的内在动力。In the early days of the Republic of China,Yuan Shikai signed the"Contract of Loan for Reorganization"with the guarantee of Chinese salt tax.With the requirement of the contract,the Inspectorateof Salt Revenue was established and British Richard Dane was ordered as the foreign inspector.At the end of the Qing Dynasty and the beginning of the Republic of China,the Chinese salt industry was in a state of chaos.In order to collect more Chinese salt tax,Dane was determined to reform the Chinese salt industry.Dane established a system for the appointment and dismiss of personnel and salaries of the Inspectorate of Salt Revenue based on the Western Civil Service System.This system provides logistical guarantees for the efficient operation of the Inspectorate of Salt Revenue during its existence.As an important part of our country's modern civil service system,the personnel management system of the Inspectorate of Salt Revenuere cruited and trained many professional salt personnel.These professionals eventually became the internal driving force for the early modernization of China's salt affairs.
