摘　　要：近年来,美国不断升级对华技术出口管制力度,管制方向和重点也在发生变化,及时更新和研究其最新特征,预判其影响,对我国科技创新发展具有重要意义。在详细梳理涉及民用科技领域的美国出口管制制度体系的基础上,着重分析了2019年以来美国对华技术出口管制的最新趋势,并从技术研发、产业发展、国际合作等角度,探讨了美国升级对华技术出口管制对我国科技创新的影响,最后,提出了相关对策与建议。In recent years,the United States has continuously upgraded its technology export con-trol to China,and the direction and focus of control are constantly changing.It is of significance for the development of scientific and technological innovation in China to update and study the latest features in a timely manner and predict their impact.Based on a detailed review of the U.S.export control system in the field of civil technology,the paper focused on analyzing the latest trends in U.S.technology export control to China since 2019,and from the perspectives of tech-nology research and development,industrial development,and international cooperation,the im-pacts of the U.S.upgrading technology export control on China's scientific and technological in-novation were discussed,finally,relevant countermeasures and suggestions were put forward.
