新时期县域城镇化的特征、困境与对策探讨

摘　　要：推动县域城镇化是落实新发展理念、促进城乡融合发展的重要举措。新时期我国县域城镇化表现出一些新特征,包括产业转移和新经济为县域城镇化带来新动力,县城成为农村人口落户定居的重要空间选择,“城乡双栖”“工农兼业”“城乡通勤”成为县域城镇化的新模式。但是,财政能力有限导致县域公共服务供给不足,各项基础设施建设水平滞后,制约了县域城镇化质量的进一步提升。本文提出分区分类指引县域城镇化发展、因地制宜完善城乡公共服务设施布局、加快补短板提升县城综合承载能力、创新城镇化建设的财政投融资机制等对策建议。Promoting county urbanization is an important measure to implement the new development concept and accelerate urban-rural integrated development.In the new era,China's county urbanization shows some new characteristics.Industrial transfer and new economy brought new impetus to county urbanization.County towns have become important choices for rural migrant workers to settle down.'Living in both urban and rural areas','being engaged in both industry and agriculture'and'commuting between urban and rural areas'have become the new modes of county urbanization.However,the limited financial capacity leads to the insufficient supply of public services and the lag of infrastructure construction,which restricts the further improvement of urbanization quality.This paper puts forward some countermeasures and suggestions,such as guiding the development of county urbanization by region and classification,improving the layout of urban and rural public service facilities according to local conditions,accelerating the improvement of the comprehensive carrying capacity of the county,and innovating the financial investment and financing mechanism of urbanization construction.
