政治承诺的呈现与市长热线的仪式化

摘　　要：市长热线诞生于20世纪80年代初,如今已经成为普通民众参与政府过程的主流渠道。考察其演进历程与运作情况发现,市长热线具有"仪式化"的特性,在诞生后的较长时间里,实际运作效果低于创新之名所标榜的效果。但是,仪式化的特性并没有阻碍市长热线的扩散。引入政治承诺的概念并分析指出,市长热线可以较好地呈现执政党"联系群众"的政治承诺:创新之名契合"联系群众"的政治承诺;延续了执政党在领导干部身上呈现这一承诺的惯例;具有其他呈现承诺的方案所不具有的优势;满足了"联系群众"承诺的最低兑现标准。执政党不断呈现"联系群众"承诺的需求,推动了市长热线的仪式化和创新扩散。本文代表着"找回政府创新研究的政党角色"的一种初步努力,可能的贡献在于引入并把政治承诺概念作为政党研究与政府治理创新研究之间的一个连接性概念。研究局限是没有回答如何更好地测量政治承诺,以及政治承诺概念能否扩展应用到更多的政府创新案例。Mayor’s Hotline was born in the early 1980’s and has now become the mainstream channel for ordinary people to participate in the government process.Examining its evolution and operation,it is found that Mayor’s Hotline has a typical feature"ritualization",that is,for a long time after its birth,the actual operation effect is lower than the effect advertised in the name of the innovation.However,"ritualization"did not hinder the diffusion of Mayor’s Hotline.Introduce the concept of political commitment and point out that Mayor’s Hotline can better present the political commitment of the CPC to"contact with the masses":the name of the innovation fits the political commitment of"contact with the masses";it continues a practice of the CPC,that is,to present commitment through cadres;it possesses the advantages that other schemes do not have;it meets the minimum implementation standard of"contact with the masses".The CPC continue to present the commitment of"contact with the masses",thus promoting the ritualization of Mayor’s Hotline and innovation diffusion.This article represents a preliminary effort to"recover the role of political parties in government innovation research".The possible contribution is the introduction of"political commitment"and treating it as a concept to bridge political party research and government innovation research.However,the article does not answer how to better measure"political commitment"and whether the concept can be applied to analyze more government innovation cases.
