基于“SHA 2011”的湖南省经常性卫生费用核算分析

摘　　要：目的:核算2018年湖南省经常性卫生费用,为有关部门制定卫生政策提供参考。方法:根据"卫生费用核算体系2011",核算湖南省经常性卫生费用总量、服务功能、筹资方案、机构流向和受益人群费用分布。结果:2018年湖南省经常性卫生费用总量为2028.49亿元,占GDP的比重为5.57%。其中,治疗服务费用占74.36%,预防服务费用占6.84%。经常性卫生费用中由居民家庭承担44.96%,61.02%的经常性卫生费用发生在医院,62.70%的治疗费用用于非传染性疾病,在各年龄组人群中65~69岁年龄组卫生费用最高。结论:公共筹资水平较低;应优化卫生资金配置结构;控制医院住院费用过快上涨;完善社会医疗保险制度。Objective:To calculate the recurrent health expenses in Hunan in 2018 and provide references for concerned department to make health policies.Methods:Based on A System of Health Accounts 2011(SHA 2011),the gross,service function,financing scheme,institutional?distribution and the distribution of beneficiaries were calculated.Results:The gross of recurrent health expenses in Hunan in 2018 was 202.849 billion yuan.The proportion of the gross in GDP was 5.57%.Costs of treatment services occupied 74.36%of the gross and costs of preventive services occupied 6.84%.44.96%of the recurrent health expenses was occupied by the household.61.02%of the recurrent health expenses was produced in hospitals.Non-communicable diseases consumed 62.7%of treatment services cost.The health expenditure of 65~69 age group was most expensive.Conclusion:The level of public financing was relative low.It was needed to optimize the allocation structure of health funds,control hospital hospitalization expenses rising too quickly and improve the social medical insurance system.
