摘　　要：筛选出1978~2019年间1936篇质量政策文本,建立质量政策四维分析框架,采用政策文献计量方法对质量政策进行量化分析,静态探究不同维度下质量政策的发展规律;使用间断-均衡修正模型对质量政策进行变迁研究,将质量政策发展历程分为四个均衡期和三个间断节点,揭示各阶段政策动态演化特征。研究发现,42年间质量政策存在稳步发展、变迁阶段明确和地位上移的特点,但也存在质量政策不健全、效力不够和质量共治制度不足等问题。鉴于此,需进一步增强质量政策覆盖面和适应性,提升质量政策权威性和贯彻度,加强质量共治制度和机制建设。This paper Screenes out 1936 quality policy texts from 1978 to 2019,establishes a four-dimensional analysis framework for quality policies,uses policy bibliometric methods to quantitatively analyze quality policies,and statically explores the development laws of quality policies in different dimensions.Using the intermittent-equilibrium correction model to study the changes of quality policy,the development course of quality policy is divided into four equilibrium periods and three intermittent nodes,which reveals the dynamic evolution characteristics of policies at each stage.The study finds that in the past 42 years,the quality policy has the characteristics of steady development,clear stage of change and upward status,but there are also problems such as imperfect quality policy,insufficient effectiveness and insufficient quality co-rule system.In view of this,it is necessary to further enhance the coverage and adaptability of quality policy,enhance the authority and implementation of quality policy,and strengthen the system and mechanism construction of quality co-governance.
