长三角地区文化创意产业政策效力测度研究

摘　　要：研究产业政策对产业发展影响效应,有助于产业政策的科学制订和适度调整。文章在对政策文本进行分类的基础上,构建政策效力测度模型,对长三角地区文化创意产业政策效力展开实证分析。研究发现,在2006—2019年,长三角地区文化创意产业政策内容总效力有所提高,但平均内容效力偏低。其中,政策系统性水平较高,但政策力度呈现波动下降趋势,政策目标缺乏量化标准,政策整体协同性有待提升,且不同类型政策工具对长三角地区文化创意产业的影响有所不同且存在显著的滞后效应。The research on the effect of industrial policies on industrial development is helpful to the formulation and moderate adjustment of industrial policies.Based on the classification of policy texts,this paper constructs a policy effectiveness measurement model to analyze the policy effectiveness of cultural and creative industries in the Yangtze River Delta.It is found that during 2006-2019,the overall effectiveness of policy content of cultural and creative industries in the Yangtze River Delta had been improved,but the average content effectiveness was low.Among them,the systematic level of policies was high,but the policy intensity showed a fluctuation and downward trend,the policy objectives lacked quantitative criteria and the overall coordination of policies needed to be improved.Different policy tools had different effects on cultural and creative industries in the Yangtze River Delta,and there was a significant hysteretic effect.
