小泉政府以来日本新保守主义政治的发展演变及特点

摘　　要：进入21世纪以来日本国内外环境发生了巨变,周边大国的经济崛起、国内经济发展乏力及革新势力的式微,在这样的国内外环境下新保守主义政治逐渐成为日本政治发展主流。为实现日本“国家正常化”“政治军事大国化”的战略目标,在小泉、安倍等新保守主义政治家的执政下,日本在历史、外交、修宪等问题上推行了鲜明的新保守主义政治路线。日本新保守主义政治的历史演变经历了——保守化程度相对较高和保守化程度相对缓和以及保守化程度急剧转型上升的三个发展阶段,并且呈现出政治精英主导性、战略目标明确性、军事政策激进性、发展态势曲折性的基本特征。Since the beginning of the new century,great changes have taken place in Japan’s domestic and international environment.Influenced by the economic rise of neighboring countries,weak domestic economic development and declining innovation forces at home,Neoconservative politic has gradually become the mainstream of Japanese political development.In order to realize the strategic goal of“national normalization”and“a great power of politics and military”,under the leadership of neoconservative politicians such as Koizumi and Abe,Japan has carried out a distinct neoconservative political line in history,diplomacy,and revision of the constitution.The historical evolution of Japanese neoconservative politics has experienced three stages of relatively high,relatively moderate and a sharp increase in terms of the degree of conservatism.It also presents the basic characteristics including political elite dominance,clarity of strategic objectives,military policy radicality,and tortuosity of development trends.
