摘 要:[目的/意义]分析对比现有国内外科技政策绩效评估相关研究理论方法的应用方向和发展趋势,为科技政策绩效评估提供参考。[方法/过程]从科技政策绩效评估的起源与发展、理论方法与模型的应用、计量评估方法的使用等3个角度进行综述,归纳科技政策评估发展的阶段,对比不同理论方法的特点,讨论现有研究存在的不足,对未来发展进行展望。[结果/结论]现有关于科技政策绩效评估的研究,在方法模型使用上主要借鉴计量学相关方法,并结合政策评估特点改进,重点在于定量方法的使用和模型的构建。建议:(1)科技政策绩效评估角度应多元化;(2)科技政策绩效评估方法有待多样化拓展;(3)科技政策绩效评估过程应向智能化发展;(4)科技政策绩效评估结果可信度有待提高。未来在对政策绩效进行评估研究时,可针对不同类型、不同领域的政策选择不同的评估方法。[Purpose/Significance]This paper analyzes and compares the application direction and development trend of the existing domestic and foreign research theories and methods related to the performance evaluation of science and technology policy,so as to provide reference for the performance evaluation of science and technology policy.[Method/Process]This paper summarizes the origin and development of the performance evaluation of science and technology policy,the application of theoretical methods and models,and the use of metrological evaluation methods.It summarizes the stages of the development of science and technology policy evaluation,compares the characteristics of different theoretical methods,discusses the shortcomings of existing research and prospects the future development.[Results/Conclusions]The existing researches on the performance evaluation of science and technology policy mainly refer to the relevant methods of metrology in the use of methods and models,and combine with the characteristics of policy evaluation to improve,focusing on the use of quantitative methods and the construction of models.Suggestions:(1)The performance evaluation of science and technology policy should be diversified.(2)The performance evaluation methods of science and technology policy need to be diversified.(3)The performance evaluation process of science and technology policy should be intelligent.(4)The credibility of science and technology policy performance evaluation results needs to be improved.In the future,we can choose different evaluation methods according to different types and fields of policies.
