我国废纺织原料及制品禁止进口措施实施成效分析

摘　　要：基于联合国商品贸易数据库,2015—2019年中国废纺织原料及制品进口额和进口量数据,对比分析2017年被列入我国《禁止进口固体废物目录》的14种废纺织原料及制品,禁止进口限制措施实施成效。结果显示,除其他动物细毛的落毛(HS 510310)仍有少量进口外,其余废纺织原料及制品进口均得到有效的限制,这有助于提高国内废纺织原料及制品再生利用率。Based on the United Nations Commodity Trade Database,and data of China's textile wastes import volume and quantity from 2015 to 2019,this paper makes a comparative analysis of 14 kinds of textile wastes listed in China's"Catalogue of Prohibited Import of Solid Wastes"in 2017,and the its implementation effect.The results show that,except for a small amount of animal fine wool(HS 510310),the import of other textile wastes has been effectively restricted,which helps to improve the recycling rate of domestic textile wastes in China.
