摘　　要：海洋经济高质量发展研究符合海洋强国等国家重大战略的现实需要。(1)长期以来海洋经济研究的外文文献的主要议题为可持续发展,关于指标体系、评价方法的研究较少,而对于发展质量的研究则更为欠缺,从2018年开始我国海洋经济的研究着眼于高质量发展。(2)国内对指标体系和评价更侧重于方法,主要为海洋经济、海洋产业可持续发展,评价方法多侧重于构建评价指标体系等,常用的评价方法包括主成分分析、层次分析、熵值法、综合评价等。(3)海洋经济高质量发展的研究不足,存在着研究视角和学科相对单一和离散,研究尺度过于宏观,实践性和针对性不足,统一标准化共享的海洋大数据基础缺失等问题。(4)对于海洋经济高质量发展的研究,理论内涵、指标体系的科学构建和技术方法的灵活运用是今后研究的关键性问题。Research on the high-quality development of marine economy meets the practical needs of major national strategies such as maritime powers.(1) For a long time,the main topic of foreign literature on marine economic research is sustainable development. There are few studies on indicator systems and evaluation methods, and the research on the development quality is even more lacking. Since 2018, China’s marine economic research has focused on the high-quality development;(2) In China, the indicator system and evaluation focuse more on methods, mainly for the sustainable development of marine economy and marine industry. The evaluation methods mainly focus on the construction of evaluation index system. The commonly used evaluation methods include principal component analysis, analytic hierarchy process, entropy method,comprehensive evaluation, etc.;(3) There are some problems in the research on high-quality development of marine economy, such as relatively single and discrete research perspective and discipline, too macro research scale, insufficient practicality and pertinence, lack of unified and standardized sharing of marine big data foundation;(4)For the research on the high-quality development of the marine economy, the theoretical connotation, the scientific construction of the index system and the flexible application of technical methods are key issues for future research.
