摘　　要：在海洋强国背景下推进海洋经济高质量发展是中国沿海地区的时代任务。本文通过构建海洋经济高质量发展研究框架,采用空间相关性分析、空间杜宾模型和空间样本障碍度分析等方法,识别2006—2016年间中国海洋经济高质量发展的阶段性类型,并甄别具体动力机制和作用程度。结果表明:(1)中国海洋经济高质量发展的政策导向性显著,高质量政策的发布由松散型趋向密集型。(2)海洋经济高质量发展由阵痛期逐渐进入稳定期。阶段性类型识别显示:高级类型区为广东、上海、山东、浙江、天津;中级类型区为福建、江苏、海南、辽宁;初级类型区为河北、广西。(3)区域间海洋经济高质量发展存在显著空间集聚效应。动力机制的作用程度排序为:政策环境>涉海就业>海洋资本>海洋环境>海洋资源>海洋基建>对外开放;甄别不同类型区受制要素显示:政策环境、海洋资本、海洋资源、市场腹地成为制约多数沿海地区海洋经济高质量发展的限制性路径。Promoting the high-quality development of marine economy in the context of a maritime power is an era task of China′s coastal areas. In this paper, by constructing the research framework of high-quality development of marine economy, using the methods of spatial correlation analysis, spatial Doberman model and spatial sample obstacle analysis,we identify the stage types of high-quality development of China′ s marine economy in2006-2016, and discriminate the specific dynamic mechanism and functioning degree, so as to put forward the scientific problems to be solved.(1) The policy orientation of China′s high-quality development of marine economy is significant, and the release of high-quality policies is from loose type to intensive type;(2) The high-quality development of marine economy has gradually entered a stable period from the labor pain. The stage type identification shows that the advanced type areas are Guangdong, Shanghai, Shandong,Zhejiang and Tianjin, the intermediate type areas are Fujian, Jiangsu, Hainan and Liaoning, and the primary type areas are Hebei and Guangxi;(3) There is a significant spatial agglomeration effect in the high-quality development of interregional marine economy. The order of the functioning degree of the dynamic mechanism is: policy environment > marine-related employment > marine capital > marine environment >marine resources > marine infrastructure > opening to the outside world;the screening of the constraints for different types of areas shows that: policy environment, marine capital,marine resources, market hinterland become the restrictive path restricting the high-quality development of marine economy in the majority of coastal areas.
