摘　　要：大尺度的总体城市设计实践往往和各类争议和困惑相伴生。文章结合多年实践,试图回答3个关键性问题:其一、总体城市设计最需要关注的是什么?其二、总体城市设计在操作上该如何高效切入?其三、总体城市设计成果又该如何保障实操性?在此基础上搭建的总体城市设计技术框架,可为城市整体风貌和空间形态的塑造和优化提供示范性的保障和支撑。Practice of large-scale comprehensive urban design is often accompanied by all kinds of controversies and confusions. Based on years of practice, this paper aims to answer such key questions as follows. Firstly, what is the most important thing that comprehensive urban design needs to focus on? Secondly, how does comprehensive urban design find an efficient entry point? Thirdly, how to ensure the operability of its results in practice? On this basis, the paper develops an effective technical framework for comprehensive urban design, which can be taken as an exemplary guarantee and support for shaping and optimizing the overall urban landscape and spatial morphology of the city.
