全过程在线监控系统在住宿场所消毒保洁卫生监管中的应用

摘　　要：目的住宿场所公共用品的卫生状况关系到消费者的健康安全,但公共用品的消毒保洁行为又是一个持续的、动态的过程,卫生监管存在盲区。为破解这一监管难题,杭州市卫生健康行政部门探索了将全过程在线监控措施运用到住宿场所公共用品消毒保洁卫生监管中的一系列方法。方法从住宿场所消毒保洁全过程在线监控系统的建设、特点及应用等方面了解该系统的基本情况,分析取得效果及存在问题,并提出针对性建议。结果杭州市建成了住宿场所消毒保洁全过程在线监控系统,该系统包含了杯饮具消毒间智能插座及监控探头,杯饮具消毒保洁管理二维码,保洁人员携带的便携式摄像头,以及综合数据分析预警平台四部分。目前已在全市78家住宿场所,369个消毒间进行了安装。结论住宿场所消毒保洁全过程在线监控系统可以有效提高卫生监管效率,形成监管闭环,在提高住宿场所内部管理水平的同时,提高行政部门执法效能。Objective The sanitary status of public goods in accomodation places is related to the health and safety of consumers,but the cleaning and disinfection of public goods is a continuous and dynamic process,and there are blind spots in sanitary supervision.In order to solve this problem,Hangzhou Health Administration Department has explored a series of methods to apply the whole process of on-line monitoring measures to the disinfection,cleaning and sanitation supervision of public goods in accommodation places.Methods The basic situation of the on-line monitoring system for the whole process of disinfection and cleaning in accommodation places was studied from the aspects of construction,characteristics and application,the effects and problems were analyzed,and the corresponding suggestions were put forward.Results Hangzhou has built an online monitoring system for the whole process of disinfection and cleaning of accommodation places.The system includes intelligent socket and monitoring probe in the disinfection room of cup and drinking utensils,two-dimensional code for the disinfection and cleaning management of cup and drinking utensils,portable camera carried by the cleaning staff,and integrated data analysis and early warning platform.At present,it has been installed in 78 accommodation places and 369 disinfection rooms in the city.Conclusion The on-line monitoring system for the whole process of disinfection and cleaning in accommodation places can effectively improve the efficiency of sanitary supervision,form a closed-loop supervision,improving the internal management level of accommodation places,and improve the enforcement efficiency of administrative departments.
