摘  要:目的通过对2015-2019年上海市二次供水投诉举报事件进行分析,发现事件发生的特征规律,为进一步加强基于风险的卫生监督管理提供参考依据。方法对2015-2019年上海市各级卫生监督机构所受理且查实的,与二次供水水质相关的全部投诉举报事件进行整理分析。结果2015-2019年查实的与水质相关的二次供水投诉举报事件共62起,涉及13个区的62个居民小区。冬季事件发生较少,主要集中在每年5月份。62.9%的事发小区二次供水设施总数在17个以下,33.9%的事发小区二次供水设施使用年限≤7年,9%的事发小区管理单位变动频繁。78%的事件与单位管理不善有关。88.7%的事件属地卫生监督机构在1周内收到投诉举报信息,25.8%的事件在10天内完成调查处置。结论上海市二次供水水质相关投诉举报事件发生存在时空分布、软硬件风险的规律特征,市民对卫生监督机构饮用水卫生管理职责有一定了解,卫生监督机构应在重视处置效果的基础上,进一步提升处置效率。Objective We Summarizing the characteristics of the complaints reports about secondary drinking water supply in Shanghai from 2015 to 2019 through analysis,so as to provide reference for further strengthening the risk-based sanitation supervision and management.Methods We collated and analyzed all the complaints reports related to the quality of secondary drinking water supply,which were accepted and verified by health inspection institutes at all levels in Shanghai from 2015 to 2019.Results We found that from 2015 to 2019,there were 62 relevant complaints reports,covering 62 communities in 13 districts.Most of the reports are from May,while winter comes last.The total number of secondary drinking water supply facilities in 62.9% of the relevant communities is less than 17,the secondary drinking water supply facilities from33.9% of the relevant communities have a service life of no more than 7 years,and the management units from 9% of the relevant communities changed frequently.Besides that,78% of the incidents are related to poor management,and in 88.7%of the cases,the local health inspection institutes received the complaints reports within one week,and 25.8% of the cased were finished investigating and disposing within 10 days.Conclusion There are temporal and spatial distribution and software and hardware risks related characteristics in the complaints reports about Shanghai secondary drinking water quality.The public have a certain understanding of drinking water sanitation management responsibilities of health inspection institutes,so we should further improve the disposal efficiency on the basis of focusing on the treatment effect.
