风险社会公共安全危机社会共治体系构建——以新冠肺炎疫情防控为例

摘　　要：近年来,各种突发性公共安全危机事件频发,世界加速步入风险社会。2019年12月爆发的新冠肺炎疫情堪称有史以来影响范围最广、受灾程度最重、损失最大的突发性公共安全灾害。为有效应对此次危机,建立科学有效的公共安全危机应急体系,文章在清晰界定风险社会、危机治理、社会共治概念的基础上,以新冠肺炎疫情防控为研究案例,通过回溯事件始发过程,从中国政府、企业、媒体、民众四个层面的危机防控展开案例分析,提出了健全应对公共安全危机的社会共治法律制度、明确应对公共安全危机的社会共治权责体系、加强应对公共安全危机的社会共治资源保障、搭建应对公共安全危机的社会共治信息平台四方面举措来构建中国公共安全危机社会共治体系,进而寻求中国应对公共危机事件的治理最优解,期冀为世界疫情防控提供理论借鉴和中国方案。In recent years,with the frequent occurrence of various sudden public security crisis events,the world has stepped into a risk society.The outbreak of the Corona Virus Disease(COVID-19)in December 2019 is the most influential and most devastated public safety disaster in history.In order to effectively deal with this crisis and establish a scientific and effective emergency response system for public crisis events,this paper,on the basis of clearly defining the concepts of risk society,crisis management and social co-governance,takes the COVID-19 outbreak as a case study,and conducts case analysis from the four levels of crisis prevention and control measures of the Chinese government,enterprises,media and the public by recalling the initial process of the crisis event.Through the rigorous case study,this paper proposes four measures to construct the social co-governance system of public security crisis,including perfecting the legal system of social co-governance to deal with the public security crisis,clarifying the power and responsibility system of social co-governance in response to the public security crisis,strengthening the social co-governance resource guarantee to cope with the public security crisis,and building the social co-governance information platform to deal with the public security crisis,so as to seek the optimal solution of China's governance in response to public security crisis events,and to provide theoretical reference and Chinese solutions for the prevention and control of the COVID-19 epidemic in the world.
