摘　　要：指出了将韧性理论应用于泰州城市建设过程,可以显著提升城市抗灾救治的技术水平。分析研究了韧性理论的基础理论、受灾机理分析和韧性理论特征,提出了泰州城市韧性建设的几个方面:韧性社区公共空间的建设、韧性基础设施的建设、韧性医疗系统的建设和韧性管理系统的建设。建设“韧性泰州”应做好顶层设计,编制全局性实施方案,以统一部署、分部实施。The application of resilience theory to the urban construction process in Taizhou City can significantly improve the technical level of urban disaster relief.The basic theory of resilience theory,the analysis of disaster mechanism and the characteristics of resilience theory are analyzed and studied.Several aspects of resilience construction in Taizhou City are put forward,which includes the construction of public space,resilience infrastructure,resilience health care systems and resilience management systems.To build a"resilient Taizhou City",top-level design should be done,an overall implementation plan should be prepared to uniformly deploy and implement it by sub-divisions.
