摘　　要：公安基层治理研究,要全面拓展新时代"枫桥经验"的实质内涵,通过构建"共治、法治、智治"多元警务模式指导公安实践,围绕执法主体、守法主体、社会环境三方面因素,在共治警务中充分调动群众参与平安建设的积极性主动性,形成群策群力的良性社会治安格局;在法治警务中完善执法权力运行机制,积极总结人民群众合理合法的诉求表达机制和权益保障机制,共建基层法治社会治理保障体系;在智治警务中,借力新技术平台加强警民沟通,开展科学防控,用信息化、智能化打造警民共享的公共智慧警务,全力提升基层治理新效能,满足人民群众对社会公共安全的新需求,切实实践人民公安"以人民为中心"的使命,这对推进基层社会治理创新具有非常深远的现实意义。The research on public security grassroots governance should comprehensively expand the essence of"Fengqiao Experience"in the new era,guide public security practice by constructing multiple policing modes of"co-governance,rule by law and intelligent governance",and fully mobilize the enthusiasm and initiative of the masses to participate in the construction of safety in the co-governance policing,focusing on the three factors of law enforcement subject,law-abiding subject and social environment.In the rule of law policing,we should improve the operation mechanism of law enforcement power,actively summarize the people’s reasonable and legitimate demand expression mechanism and rights and interests protection mechanism,and build the grass-roots legal social governance security system;in the intelligent governance police,we should use new technology platform to strengthen the communication between the police and the people,carry out scientific prevention and control,and build a public intelligent police shared by the police and the people with informatization and intelligence to improve the new efficiency of grassroots governance,to meet the people’s new needs for social and public security,and to earnestly practice the people’s public security"people-centered"mission,which has a very far-reaching practical significance for promoting grassroots social governance innovation.
