医院科室落实党风廉政建设“两个责任”的现状与对策研究

摘　　要：将党风廉政建设“两个责任”延伸到科室层面,是医院防范风险的现实要求,有利于将风险防控在一线。当前医院科室层面落实党风廉政建设“两个责任”过程中出现了职责不清晰、履责措施不细致、监督检查不到位、责任要求针对性不强等问题。该研究以北京儿童医院和部分北京市属医院为例,开展问卷调查,分别调查了党风廉政建设“两个责任”在科室层面落实的情况和“两个责任”的组织推动情况。该研究就党风廉政建设责任制向科室层面延伸,有效落实党风廉政建设“两个责任”,构建“纵到底、横到边”完整的责任体系提出了建议。建议明确医院科室层面履行党风廉政建设“两个责任”的责任主体,并以落实主体责任为主;建议细化科室层面履行党风廉政建设“两个责任”的责任清单,使之更具体、更具有针对性。Extending the"two responsibilities"of party conduct and clean government construction to the department level is a realistic requirement for hospitals to prevent risks,which is conducive to risk prevention and control on the front line.In the process of implementing the"Two Responsibilities"of Party Style and Clean Government at the hospital department level,there are problems such as unclear responsibilities,inaccurate performance measures,inadequate supervision and inspection,and insufficient pertinence of responsibility requirements.Taking Beijing Children’s Hospital and some hospitals in Beijing as examples,the study conducted a questionnaire survey to investigate the implementation of the"two responsibilities"of the party's work style and clean government at the departmental level and the organization and promotion of the"two responsibilities".The study puts forward suggestions on extending the responsibility system for the construction of party style and clean government to the department level,effectively implementing the"two responsibilities"of party style and clean government construction,and building a complete responsibility system of"all the way to the end and all the way to the side".It is recommended to clarify the main body responsible for fulfilling the"two responsibilities"of the party's work style and clean government at the hospital department level,and focus on the implementation of the main responsibilities;it is recommended to refine the responsibility list for the"two responsibilities"of the party's work style and clean government construction at the department level to make it more specific,more targeted.
