论政府权力重心转移的政府模式设置和功能变化

摘　　要：政府权力体系重心的转移,即政府权力体系的任务和运行方向有序地从一个重心转向另一个重心,其目的是建设公共性和服务型政府。公共政府和公共治理体制的建设和建构包括改革和完善选举制度、多元的合作治理体系的建构、公正成为公共政府和公共治理体系的核心价值原则。政府原有的功能结必须调整和转变。政府权力的三个转变:社会领域,从对社会的全面控制转到对社会公共事务的管理;经济领域,从计划管理和微观管理转为宏观调控;政治领域,从政治统治转为对利益矛盾和阶级阶层关系的调解。政治统治功能的两个弱化:极度弱化阶级斗争和专政的阶级斗争功能;弱化“纯社会主义”的意识形态。政府公共权力功能的四个强化:强化对社会公共利益的保护和创造;强化公共服务;强化公平分配;强化对社会政治秩序的建构和维护。The priority shift of a government power system,which means the priority of tasks and operation orientation of a government power system regularly shift from one to another,is in fact aimed at building a government of public service.Building and constructing a public government as well as public governance institutions including reforming and perfecting electoral system,constructing a plural cooperative governance system,making justice become the core value of a public government and public governance system.Government’s former function structure must be adjusted and shifted,which include:First,there should be 3 shifts in government power:in social area,overall controlling over the society should be shifted to managing social public affairs;in economic area,planning management and micro-management should be shifted to macro-management;and in political area,political rule should be shifted to mediating interest contradictions and relations of classes as well as strata.Second,the function of political rule should reduce in two respects:class struggle as well as its function in dictatorship should extremely reduce;the ideology of“pure socialism”should reduce.Third,four functions of public authority in government should be intensified:the function of protecting and creating social public interests should be strengthened;the function of public service should be strengthened;the function of fair distribution should be strengthened;and the function of constructing and maintaining sociopolitical order should be strengthened.
