基于DEA-Malmquist方法的高校科研活动分类绩效评价实证研究

摘　　要：本文以创新质量与贡献为导向、以学科分类为基础、以“投入—产出”效率分析为主线,构建基础研究与应用基础研究类项目、技术与产品研发类项目以及应用示范类项目等三类科研活动绩效评价指标体系,通过采集2010—2017年教育部40所直属高等学校科技统计信息,利用DEA-Malmquist指数方法开展分类绩效评价实证研究,分析得出,各高校的科研活动绩效存在差距,而产生差距的主要因素为技术进步指标起着主导性作用,未来应重点加强技术创新与成果质量,以促进高校科研全要素生产效率提升。This paper is guided by innovation quality and contribution,based on subject classification and the main line of“input-output”efficiency analysis,to construct the performance evaluation system for scientific research projects including basic research and applied basic research projects,technology and product R&D projects and application demonstration projects.On basis of the statistical data of 40 universities'research activities from 2010 to 2017,science and technology of 40 colleges and universities directly under the Ministry of Education from 2010 to 2017,this paper uses the DEA Malmquist index method to carry out the empirical research of classified performance evaluation for universities'scientific research projects.The results indicate the main factor causing the performance gap is the index of technological progress.In the future,we should focus on strengthening technological innovation and research quality to promote universities'scientific research performance so as to improve the total factor productivity.
