摘  要:国家城市战略已由"摊大饼"模式扩展到大都市圈模式,这在一定程度上会催生城市与高等教育高质量融合发展新的模式与机制。近年来,新时代高等教育异地办学进入到快速发展期,由此推动了城市发展规模和形态上的分化。针对城市发展和高等教育耦合特质,应采用全域治理模式推动不同城市间差异化的高等教育发展战略,从合理布局、增加层次性、优化城市功能等方面加以构建高等教育与城市共生结构,实现高等教育治理与城市治理现代化的双环发展。The national urban strategy has been expanded from"spreading the pie"mode to the metropolitan area mode,and this strategic change will,to a certain extent,give birth to a new mode and mechanism for the high-quality integration and development of cities and higher education.In recent years,higher education in different places has entered a period of rapid development in the new era,which has promoted the differentiation of urban development scale and form.In view of the coupling characteristics of urban development and higher education,we should adopt the global governance model to promote the differentiated higher education development strategy among different cities,and construct the symbiotic structure of higher education and cities from the aspects of rational layout,increasing hierarchy and optimizing urban functions,so as to realize the double-loop development of higher education governance and urban governance modernization.
