安全文化视角下的煤炭企业安全理念的提升与完善

摘　　要：安全文化建设是煤矿企业安全生产管理体系中的重要环节,其中安全理念的构建是煤矿安全文化建设的核心。以山西省煤矿安全文化建设的现状与经验为样本,分析发现当前煤矿安全文化建设中存在的形式化问题,其产生的原因可归结于煤矿安全文化理念提升不足以及煤矿安全文化执行措施不完善;为解决这一问题,运用哲理分析与系统性正向分析的方法,提出了构建公平正义的安全理念提升安全文化内涵并将主体责任的落实作为安全文化建设具体路径的完善建议。Safety culture construction is an important link of safety production management system of coal mining enterprises,the construction of the safety concept is the core of the coal mine safety culture construction.Taking the current situation and experience of coal mine safety culture construction in Shanxi Province as samples,the analysis found that the current formal problems existing in the coal mine safety culture construction,the reasons can be attributed to lack of coal mine safety culture idea promotion and the coal mine safety culture enforcement measures is not perfect.In order to solve this problem,this paper uses the methods of philosophical analysis and systematic forward analysis to propose the construction of fair and just safety concept to enhance the connotation of safety culture and take the implementation of the main responsibility as the concrete path to improve the safety culture construction.
