大国竞争下美国国防部推动新技术转化的价值链分析

摘　　要：[目的/意义]梳理美国国防部在大国竞争战略下推动新技术转化的一系列重大举措,审视与评估美国国防部新技术转化过程及其效率,分析并借鉴其举措实施效果。[方法/过程]基于价值链理论分析框架将美国国防部推动新技术转化过程划分为计划、规划与预算,技术开发、融合与验证,新武器生产与部署八个环节三大阶段,并对每个阶段进行价值管理分析,最后以GAO数据的总体评估予以佐证。[结果/结论]美国国防部一系列推动举措并未在整体上优化新技术转化的价值链条,美国新技术装备采办仍将面临“涨、拖”常态。中美大国竞争下,中国应当把握技术追赶的时间窗口,贯彻落实习近平科技强军战略思想,加强国防新技术转化制度的顶层设计,提升军事技术战略规划能力,优化国防技术科研管理,稳步推进国防工业体制改革,加快将新兴技术转化为人民军队战斗力。[Purpose/Significance]This paper reviews a series of major measures taken by the U.S.Department of Defense to promote new technology transition under the strategy of great power competition,reviews and evaluates the process and efficiency of new technology transition of the U.S.Department of Defense,and analyzes and learns from the implementation effect of these measures.[Method/Process]Based on the framework of value chain theory,the new technology transition process promoted by the U.S.Department of Defense is divided into eight points and three stages:planning,planning and budget,technology development,integration and verification,and new weapon production and deployment.The value management analysis of each stage is carried out,and the overall evaluation of GAO data is used to support the analysis.[Result/Conclusion]The US Department of Defense's series of measures have not optimized the value chain of new technology transition on the whole,and the acquisition of new technology and equipment in the US will still face the normal situation of"rise and delay".Under the great power competition of China and the United States,China should grasp the time window of technological catch-up,implementing the Xi Jinping Thought on Strengthening the military force,strengthening the national defense system of new technology transition at the top-level design,improving military technology strategic planning capacity,optimizing defence technology research management,steadily promoting the reform of the defense industry,so as to accelerate the transition of emerging technologies into the fighting capacity of the people's armed forces.
