基于精细化管理的中美承包商涉密信息管理对比研究

摘　　要：[目的/意义]处理好国家工业发展中政府与承包商之间的涉密信息管理问题是国家保密工作的重要内容。我国在该领域发展起步较晚,与美国相比存在较大差距。对比中美承包商涉密信息精细化管理现状,可以为我国承包商涉密信息精细化管理提供经验借鉴,提升我国涉密信息管理水平。[方法/过程]采用文献调研法和比较分析法,以中美两国在涉密信息管理方面的政策和法律法规为主要依据,梳理总结了两国涉密信息精细化管理工作的具体内容、特点和异同点。[结果/结论]要加强我国承包商涉密信息管理工作,需要提高涉密信息保护意识和重视程度,加强对涉密人员的管理培训、提高涉密人员素质水平,加强涉密信息管理工作的规范性、标准化和制度化,加强技术创新在涉密信息管理工作中的应用,处理好我国保密管理工作中公开与保密、效率与效果的关系。[Purpose/Significance]Handling the management of classified information properly between the government and contractors is an important work in the process of national industrial development.China started late in the development of contractors'confidential information management,and there is a big gap compared with the United States.By comparatively analyzing the fine management of classified information of Chinese and American contractors,it can improve the level of fine management of confidential information in China with advanced American experience and reference.[Method/Process]Therefore,based on the Chinese and American policies and laws in Confidential information management,this article summarizes the specific content,characteristics,similarities and differences of the fine management of confidential information between the two countries using the methods of literature interpretation and comparative analysis.[Result/Conclusion]In order to promote the management of classified information of contractors in China,it is necessary to develop an awareness of and emphasize importance on confidential information protection and increase the training of secret-related personnel to improve their knowledge and skills.Besides,we should strengthen the standardization and institutionalization of confidential information management.It is of great importance to apply scientific and technological innovation to the management of classified information and handle the relationship between disclosure and confidentiality,efficiency and effectiveness in Chinese confidential management.
