新疆沙漠地区皮山县设施农业发展的SWOT分析及对策研究

摘　　要：以新疆和田地区皮山县为例,研究其设施农业发展中存在的问题及对策。运用科学的SWOT分析法,基于相关收集资料剖析皮山县设施农业发展的优势、劣势、风险和机遇。皮山县拥有天然的光热资源和政府对设施农业发展资金支持的优势,也存在着人才及人工紧缺和产业化机制不足的问题,还面临着设施农业发展中劳动力素质偏低、专业技术不足、周边区域性竞争和生产盲目缺规划的风险,但随着当前脱贫攻坚政策的支持、铁路和高速公路物流网的快速扩大发展及新疆周边口岸开放的逐步提高,这对皮山县脱贫攻坚和设施农业发展都是千载难逢的大好机遇。皮山县设施农业在今后发展中一方面要政府持续当前的财政经费投入,另一方面要明确当前以及今后设施农业发展方向和任务,应当按照自治区对设施农业科技示范园区的要求去规划和发展,逐步向标准化、专业化、集团化方向转型。Taking Pishan County in the Hotan region of Xinjiang as an example,the problems and countermeasures in the development of facility agriculture were studied.The advantages,disadvantages,risks,and opportunities of the development of facility agriculture in Pishan County were analyzed based on the scientific SWOT analysis.PishanCounty hasthe natural resource of the field and the advantage of government financial support to facilitate agriculture development,but it also has the problem of insufficient talents and artificial scarcity and industrialization mechanism,also faces the facility agriculture development in the low quality of the labor force,lack of professional technology,around the regional competition blindly the risk of lack of planning and production.With the current poverty crucial policy support,railway,and highway logistics network rapidly expand development and the gradual improvement of the peripheral ports open in Xinjiang,the crucial Pishan out of poverty and facilities for agricultural development is a good opportunity comes once in a blue moon.In the future development of facility agriculture in Pishan County,the government should continue the current financial investment.Additionally,it should clarify the current and future development direction and tasks of facility agriculture.It should plan and develop according to the requirements of the autonomous region for facility agriculture science and technology demonstration park,and gradually transform in the direction of standardization,specialization,and collectivization.
