摘　　要：科学规范地开展保护区调整区域影响评价是全面落实党中央国务院和省委省政府关于生态文明建设重大决策部署的切实要求。文章以云南双柏恐龙河州级自然保护区的2个区域调整为例,根据相关法规条例和技术规范,以区域综合科学考察为基础,从主要保护对象、资源与环境、面积适宜性与完整性、保护区管护工作和当地社会经济等5个方面进行影响评价,认为小江河和窝拖地2个区域不适合调出保护区,并建议重新调整回保护区。Scientific and standardized regional impact assessment of reserve adjustment is a practical requirement for the comprehensive implementation of the major decision-making and deployment of the Party Central Committee,the State Council,the Provincial Party Committee and the Provincial Government on the construction of ecological civilization.This paper evaluated the impacts of the two regional adjustments of Konglonghe Nature Reserve in Shuangbai from five aspects of main protection objects,resources and environment,area suitability and integrity,management and protection,and local social economy according to relevant laws,regulations and technical specifications,and the regional comprehensive scientific investigation.The results indicated that the two areas of Xiaojianghe and Wotuodi were not suitable to be transferred out of the reserve,which should be re-adjusted back to the reserve.
