“资源诅咒”视角下环境规制、能源禀赋对能源效率的影响——基于“一带一路”沿线17个省份

摘　　要：以"一带一路"沿线17个省份为研究对象,利用2013—2018年省际面板数据构建固定效应模型,验证环境规制调节作用下能源禀赋与能源效率的关系,明确能源禀赋对能源效率的作用机制,研究发现:首先,"一带一路"沿线省份整体存在"资源诅咒"现象,但环境规制对这一现象有显著的缓解作用。其次,从能源赋存量视角看,能源赋存量较高地区存在显著"资源诅咒"现象,环境规制能够缓解甚至消除这一现象,而能源赋存量中等地区以及较低地区则不存在这一现象。从经济发展水平视角看,中部地区存在显著"资源诅咒"现象,且环境规制能够缓解甚至消除这一现象,东部地区和西部地区则不存在这一现象。进一步通过稳健性检验发现,环境规制对于能源禀赋程度较高的地区调节作用更明显。对"一带一路"上资源型地区的"资源诅咒"现象进行实证研究,根据实证结果,为资源型地区能源经济的可持续发展提供切实的政策建议。Taking 17 provinces along the"Belt and Road"as the research object,using inter-provincial panel data from 2013 to 2018 to construct a fixed effect model to verify the relationship between energy endowment and energy efficiency under the adjustment of environmental regulations,and to clarify the mechanism of energy endowment on energy efficiency.The research found that:first of all,the"resource curse"phenomenon exists in the provinces along the"Belt and Road"as a whole,but environmental regulations have a significant mitigation effect on this phenomenon.Secondly,from the perspective of energy reserves,there is a significant"resource curse"phenomenon in areas with higher energy reserves.Environmental regulations can alleviate or even eliminate this phenomenon,but this phenomenon does not exist in areas with medium and low energy reserves.From the perspective of economic development level,there is a significant"resource curse"phenomenon in the central region,and environmental regulations can alleviate or even eliminate this phenomenon,but this phenomenon does not exist in the eastern and western regions.Further through the robustness test,it is found that environmental regulation has a more obvious regulatory effect on regions with higher energy endowments.This paper conducts an empirical study on the phenomenon of"resource curse"in resource-based regions along the"Belt and Road",and provides practical policy recommendations for the sustainable development of energy economy in resource-based regions based on the empirical results.
