摘 要:从管理模式层面提升建设项目环境保护的创新性和有效性,这是管理理论在环境保护领域的一种应用。以平顶山生活垃圾焚烧热电联产项目为例,介绍了该项目概况及施工期主要污染因子,分别从机构设置、制度建设、监理机制、事件处理流程及效果评价等角度,以体系图和程序流程图的形式展现了该项目施工期环境保护管理模式。概括出生活垃圾焚烧发电项目施工期环境保护管理模式的一般框架和特点,提出了下一步研究的重点和思路,从而弥补现有研究的缺陷和不足,并为同类项目施工期环境保护管理提供借鉴。Enhancing the innovation and effectiveness of environmental protection for construction projects from the level of management mode is an application of management theories to the field of environmental protection.Taking the project of domestic waste incineration for cogeneration in Pingdingshan as an example,this paper introduces the general situation of the project and the main pollution factors during its construction,and demonstrates the management mode of environmental protection for the project during this period from the perspectives of institution setting,system construction,supervision mechanism,incident handling process and effect evaluation in the forms of system-diagrams and program-flow-diagrams.This paper also summarizes the general framework and characteristics of the management mode of environmental protection for the projects of domestic waste incineration for power generation during their construction,and puts forward the key points and ideas of the next research,which is to make up for the defects and lack in existing research and provide a reference for the management of environmental protection in similar projects during their construction.
