民族互嵌式社区情感治理实践路径探究

摘　　要：民族互嵌式社区是各民族同胞共建共治共享的基层单位,是新时代建立新型民族关系、铸牢中华民族共同体意识的重要场域。情感的回归既是社区自身情感属性的召唤,也是各民族居民情感释放的题中之义,更是提高社会治理现代化水平的现实要求。制度治理和技术治理取向研究和实践的欠缺导致民族互嵌式社区出现情感互嵌程度浅、社区参与度低、社区认同感和归属感不强、治理形式和载体不适应等问题。建立在本土深厚民族情感资源基础上的情感治理提倡回归社区的情感属性,实现人和情感的解放,可有效解决现存问题。民族互嵌式社区情感治理应注重各民族居民主体性激发、社区内各主体间关系重构和结构性情感再生产的多层次有效互动的实践路径,打造邻里守望的社区共同体。Ethnic embedded communities are grassroots units that compatriots of all ethnicities build,govern and share together,and are an important field for establishing new ethnic relations in the new era and forging the Chinese National Community Consciousness.The return of emotion is not only the call of the community’s own emotional attributes but also the meaning of the emotional release of residents of various ethnic groups.It is also the realistic requirement to improve the modernization of social governance.The lack of research and practice of institutional governance and technological governance orientation leads to the problems such as shallow emotional embedding,low community participation,weak sense of community identity and belonging,and inadaptability of governance forms and carriers in ethnic inter-embedded communities.The emotional governance based on the deep local emotional resources advocates returning to the emotional attributes of the community and realizing the liberation of people and emotions,which can effectively solve the existing problems.Ethnic inter-embedded community emotional governance should focus on a multi-level effective interactive practice path that stimulates the subjectivity of residents of various ethnic groups,reconstructs the relationship between subjects in the community,and reproduces structural emotions,and builds a community that is watchful by neighbors.
