摘　　要：外来务工人员是城市建设发展和正常运转不可或缺的一部分,而居住问题是外来务工人员在城市工作、生活面临的首要问题。外来务工人员群体住房自有率较低,特别是在人口净流入较大的大中型城市,租房是其解决居住问题的主要手段。杭州市建立"市政府统筹领导,房管局牵头抓总,各部门分工协作,区、街道具体落实"的工作机制,全力攻克蓝领公寓筹集、运营难题,实现蓝领房源充分供给、租金价格经济实惠,有效缓解外来务工人员租房困难。Migrant workers are an indispensable part of urban construction,development and normal operation,while the housing problem is the primary problem faced by migrant workers when they work and live in cities.Migrant workers group housing ownership is low,especially in the large and medium-sized cities with larger population inflows,the renting is the main method to solve the living problem.Hangzhou set up the working mechanism of"overall leadership of the municipal government,implementation leadership of the Housing Management Bureau,division of labor and cooperation of various departments,and concrete implementation of districts and streets",and spared no effort to solve the problems of raising and operating blue collar apartments,so as to achieve full supply of blue collar apartments,affordable rental prices,which has effectively alleviated the difficulties of house-renting for migrant workers.
