高寒草原牧区雪灾指数保险的设计——以甘南牧区为例

摘　　要：气象指数保险作为一种创新型保险产品,当前被广泛接受且主要应用于自然灾害的风险防范领域。以甘南牧区为例,基于该区域不同雪灾指数下牲畜死亡率的历史数据估值,提出了高寒草原牧区雪灾指数保险的理赔方案,并根据不同程度雪灾的发生频率和牲畜死亡率,确定了雪灾指数保险的纯保费费率分别为牛1.95%,羊3.00%。研究结论试图为甘南牧区的灾害风险转移提供新的思路和途径,以及为当地政府优化草原牧区保险提供理论性的参考建议。As an innovative insurance product,weather-index insurance is widely accepted and used in the field of natural disaster risk prevention.Here,we propose a claim scheme for snow disaster weather-index insurance in the Gannan Pastoral Area,based on estimates of livestock mortality under different levels of snow disaster obtained from historical records.According to the mortality rate of livestock and the frequency of snow disasters,the pure premium rates of snow disaster weather-index insurance were determined to be 1.95%for cattle and 3.00%for sheep.The overall aim of this research is to offer a new approach for transferring snow disaster risk in pastoral areas in Gannan and to provide a theoretical reference for local government to optimize insurance in pastoral regions.
