摘　　要：城市低碳发展是实现我国低能源消费量和低碳排放建设的主要目标,城市将成为我国低碳发展的领路者,而低碳试点政策正是有效推动了城市的低碳发展。文章系统总结了沈阳市获批低碳试点城市以来低碳发展取得的总体成效,深入剖析低碳发展过程中存在的问题及原因,结合未来发展形势提出了具体的对策建议,为沈阳市"十四五"应对气候变化和推动低碳发展策略的制定提供科学参考。Low carbon development of cities is the main goal to realize the construction of low energy consumption and low carbon emissions in China. Cities will become the leaders of low-carbon development in China,and the low-carbon pilot policies are effective in promoting the low-carbon development of cities. This paper systematically summarizes the overall achievements of low-carbon development in Shenyang since it was approved as a lowcarbon pilot city,deeply analyzes the problems and causes in the process of low-carbon development,and puts forward specific countermeasures and suggestions combined with the future development situation,so as to provide scientific reference for Shenyang to cope with climate change and promote the formulation of low-carbon development strategies during the "14 th five year plan".
