摘　　要：运用文献资料法等,立足历史制度主义视角,勾勒新中国成立以来我国群众体育政策的变迁历程,阐述其路径依赖与制度变迁,展望未来我国群众体育政策发展趋势。变迁历程:我国群众体育政策经历了起步探索期、曲折发展期、开放创新期、深化改革期和战略发展期五个阶段。路径依赖与制度变迁:政策发展深受环境变迁与国家主导、观念认知与深层结构、行动者与关键节点等因素的影响。发展趋势:深化群众体育“放管服”改革,加快政府职能转变,激发社会活力;加强正式制度与非正式制度融合,坚持良法善治,消弭群众体育政策变迁的隐性阻力;充分把握制度变迁关键节点,加强群众体育制度供给,突破路径依赖。By using the method of literature,based on the perspective of historical institutionalism,this paper outlined the historical changes of China's mass sports policy since the founding of the People's Republic of China,expound its path dependence and institutional changes,and forecast the development trend of China's mass sports policy in the future.China's mass sports policy has experienced fi ve stages:initial exploration period,tortuous development period,opening and innovation period,deepening reform period and strategic development period.Path dependence and institutional changes are as follows:The policy development is deeply infl uenced by environmental change and state dominance,concept cognition and deep structure,actors and key nodes,etc.The development trend is as follows:We will further reform to streamline administration and delegate power,improve regulation,and upgrade services in mass sports,accelerate the transformation of government functions,and stimulate social vitality,strengthen the integration of formal system and informal system,adhere to the good rule of law,and eliminate the hidden resistance of mass sports policy change.We also need to fully grasp the key nodes of institutional change,strengthen the supply of mass sports institutions,and break through the path dependence.
