基于SWOT分析的山东无人系统产业发展思考

摘　　要：无人系统是新一轮科技革命和产业革命的产物,它不仅是我国当前战略发展重点产业,也是国际竞争的焦点产业,代表经济发展智能化水平和程度。山东是工农业大省,面临着新旧动能转化的巨大压力,无人系统产业作为国民经济和社会重点高新技术产业,对于经济转型发展将起到巨大的推进作用。本文运用SWOT-PEST态势分析法,结合目前山东省无人系统产业发展现状,从政策、经济、社会、技术方面,系统分析了山东省无人系统产业发展过程中面临的内部优势、劣势和外部环境的机遇和威胁,得出相关战略性发展建议:现阶段应注重制定完善顶层规划设计,推动产业优化和产业集群建设,发挥政府职能,指导统筹扶持产业发展,将智能无人系统与传统产业转型升级改造相结合,加快军民技术深度融合,鼓励引入国有与社会资本,加强无人系统技术研发和生产制造领域的投入和人才引进与培养,走出一条符合山东实际的无人系统产业发展之路。Unmanned system is the product of new scientif ic and technological revolution and new industrial revolution.It is not only the key industry of Chinese current strategic development,but also the focus of international competition.It represents the level and of intelligentized degree of economic development.Shandong is a big province of industry and agriculture,facing great pressures from the tradition divers being replaced by new ones.As a key high-tech industry of national economy and society,the unmanned system will play a huge role in promoting the economic transformation development.This paper uses SWOTPEST analysis and combines with the current development status in Shandong.It systematically analyzes the internal advantages,disadvantages and external opportunities,threats in the development process of unmanned systems industry in Shandong Province from policy,economy,society and technology,and gives relevant strategic development suggestions:At this stage,Shandong should pay more attention to formulate the top-level design,promote the construction of industrial cluster and industrial optimization,give play to the government's functions,support.and guide the industry's development.The intelligent unmanned systems should combined with traditional industrial transformation and upgrade.and transform,speed up the civil and military technology deepening fusion,encourage the state owned and social capital to join,strengthen the investment of technology research and manufacturing,strengthen talent introduction and training.Developing unmanned systems industry accords to the practice of Shandong.
