对外援助成套项目公路工程造价编制方法研究

摘　　要：在"一带一路"倡议背景下,我国援外事业稳步发展,进入了新阶段,成果斐然。然而援外成套项目造价文件的编制与国内项目有着较大不同。为了更加准确地确定工程造价,降低项目决策及实施过程中的风险,本文分析了对外援助成套项目公路工程造价的编制方法。并结合援孟加拉国孟中友谊八桥工程项目设计文件及当地实际情况,详细论述了各部分费用的取定原则和依据。通过同行评审出具的独立第三方咨询报告和施工招标结果来看,该项目的造价文件较好的反应了孟加拉市场的实际价格水平。Under the background of"The Belt and Road Initiative",China aid career has entered a new stage with remarkable achievements.However,there are great differences between the China aid completed projects and the domestic projects on the preparation of cost documents.In order to estimate the project cost more accurately and reduce the risks in project decision-making and implementation,this paper analyzes the cost preparation method of China aid completed highway projects.Based on the design of 8 th China-Bangladesh Friendship Bridge Project and local situation,this paper dwells on the principle and basis of each cost.According to the third-party consulting report and the construction bidding results,these project cost reflects the actual price level in the Bangladesh market precisely.
