摘 要:随着我国轨道交通网络规模的不断扩大和运输需求的不断增加,人们对高质量的轨道交通基础设施和运输服务水平的期望也越来越高。轨道线路没有与需求精准匹配、铁路与城市轨道交通"运而不联"等问题逐渐显现。本文从工程实践和学术研究角度剖析了当前轨道交通协同发展的困境。结合美国道路网和日本轨道网的发展经验,将区域轨道交通复合网络分为物理网络和服务网络,分别阐释其内涵并进行功能分级,可以描述任何范围、任何制式的轨道交通基础设施和任何距离、任何速度等级的轨道交通出行。进而提出满足多层次客流需求的位阶协同理论,使各阶线网与各级行政管理部门匹配,不受运营主体限制,有助于从规划设计源头推行轨道交通一体化协同发展。With the extension of rail transit network and increase of transport demand in China, people are pursuing high-quality rail transit infrastructure and high level of service. A few troublesome issues are exposed, such as lines and routes failed to match the demand precisely. As well, national railway and urban rail transit are not integrated, which makes the process of transfer cumbersome. From the perspective of engineering and academic research, current developing dilemmas of rail transit integrated transport are analyzed. Referring to the road network development experience in the U.S. and the rail transit network development experience in Japan, the regional rail transit compound network is divided into physical network and service network. Then illustrate the contents of physical and service network and classify each network separately by main function. It could describe rail transit infrastructure in any region and with any technical condition, as well as rail transit travel of any distance and any speed. Furthermore, the theory of hierarchical coordination is proposed to fit multi-level transport demand. It is applicable to any level administrative departments, and not constrained by agents. It helps to integrate regional rail transit from the origin of planning.
