Experience of Interaction Development Between Rail Transit and Urban Space in Tokyo Metropolitan Area

摘　　要：东京都市圈轨道交通不仅实现了自身高效运行和可持续发展,而且成功引领了都市圈功能布局的优化重构。其成功的原因在于发展理念科学,更在于巧妙地体制机制设计,主要包括跨行政区协同发展、市郊铁路综合开发和城区轨道枢纽再生等三类。通过对东京都市圈每一类体制机制实践的系统梳理和深入分析,在优化都市圈规划体系、健全跨行政区协调机制、组建轨道与周边用地联合开发主体、加快突破关键性政策限制等四个方面,对加快推动我国都市圈与轨道交通协调发展提出了相关建议。Tokyo Metropolitan Rail Transit not only realizes its own efficient operation and sustainable development, but also successfully leads the optimization and reconstruction of the functional layout of the metropolitan area. The reason for its success lies in the scientific development concept and the ingenious design of institutional mechanism, mainly including the coordinated development across administrative regions, the comprehensive development of suburban railway and the regeneration of urban rail hub. Based on the systematic review and in-depth analysis of the practice of each type of system and mechanism in Tokyo Metropolitan Area, this paper puts forward relevant suggestions for accelerating the coordinated development of China’s metropolitan area and rail transit in four aspects, namely, optimizing the planning system of metropolitan area, improving the coordination mechanism across administrative regions, establishing the combined body of joint development of rail transit and surrounding land, and speeding up the breakthrough of key policy restrictions.
