美国基本航空服务面临的挑战对我国的启示

摘　　要：美国基本航空服务计划自推出以来,在吸引外部机会、带动当地就业、完善公共服务、提供社会保障等方面发挥了重要作用。然而近几年,美国基本航空服务质量下降,计划实施开始面临挑战,主要表现为承运人数量的减少、服务的小社区运力(座位数)和航班密度下降、小社区连通度降低等。本文通过分析美国基本航空服务计划面临的挑战及原因,结合我国民航现阶段的特点,为我国基本航空服务计划的制定和实施提供一些借鉴。The U.S. Essential Air Service program played an important role in attracting external opportunities, promoting local employment, improving public services and providing social security. However, in recent years, the quality of the Essential Air Service in the U.S. declined, and the implementation began to face challenges. The challenges are mainly manifested in the reduction of the number of carriers, the decrease of capacity(seats) and flight frequency, and the loss of small community connectivity. This paper demonstrates the challenges faced by the Essential Air Service in the U.S. and analyzes the reasons behind, combined with the characteristics of China’s civil aviation at this stage, hoping to provide some reference for the formulation and implementation of the essential air service scheme in China.
